Distinctive characteristics of this form:

window envelope;
larger window than the other formats;
TELEGRAM centered at top and war slogan IDLE GOSSIP ... above window;
thick border around window;
an unusual form combining features (e.g. slogans) from the war years with features from 1945 onward (TELEGRAM centered and rounded flap with straight sides). Subsequent formats have A REPLY PAID TELEGRAM on the front.

Characteristics:

no form number;
G in TELEGRAM has neither a vertical nor a horizontal bar;
M of TELEGRAM has straight legs;
font for TELEGRAM is 7 mm high.
